According to the vendor, the prototype Action Pen & Vaper Paper was made for the 1966 Toy Fair in New York to give wholesale customers an idea of what the packaging would look like on the finished product....management felt that the pen alone needed something extra, so at the last minute, a new product, "Vaper Paper" was added....The final production card....had a more appropriate placing for this packet of paper. The photos were distributed to buyers during the 1966 Toy Fair.
