BUCHANAN, James. Manuscript document signed ("James Buchanan") as President, countersigned by Lewis Cass, Secretary of State, a presidential pardon of Titus Losey, 30 May 1859. 1½ pages, folio (16½ x 10¾ inches), integral blank, wax and paper seal of the United States on verso, scattered stains, separation along folds, one fold affects three letters of Buchanan's signature.
A RARE PRESIDENTIAL PARDON. James Buchanan and Secretary of State Lewis Cass address the case of Titus Losey, "convicted of counterfeiting" in 1854 at the United States Circuit Court in Canandaigua, New York. Losey was sentenced to, "imprisonment at Auburn, for a period of five years, and...a fine of Five hundred dollars." In consideration of the fact that "it appears that the said Titus Losey is unable to pay the said fine, and that his term of imprisonment which is about to expire would be indefinitely prolonged, if the said fine were not remitted. Now, therefore be it known, that I James Buchanan President of the United States of America, in consideration of the premises divers other good and sufficient reasons...have granted, and do hereby grant unto him, the said Titus Losey a full and unconditional pardon." The document has been boldly signed by the president, his signature measuring nearly five inches across.
Presidential pardons are relatively uncommon and, according to ABPC, only one Buchanan pardon has been offered at auction in the last twenty years.
