T'Pol resigned from the Vulcan High Command at the end of the second season. Starting with the third year of Star Trek: Enterprise, she joined Starfleet and expanded her wardrobe to include more colorful jumpsuits such as this one. It would appear that these outfits were accepted as regulation Starfleet wear, although it's not entirely clear why she was the only one allowed to wear them.
