Matte paintings produced with traditional paints on glass were once the industry standard for the creation of landscapes, buildings, and almost anything else that wasn't there during filming. Glass mattes have since been supplanted by digital renderings and composites, so this painting is an artifact of a bygone era of visual effects filmmaking.
