FDR AND THE SECOND NEW DEAL CABINET committed their signatures to this page, most likely at an early Cabinet meeting to memorialize the start of the new term. In addition to the President the signatories are: Vice President John Nance Garner (1868-1967); Secretary of State Cordell Hull (1871-1955); Attorney General Homer Cummings (1870-1956); Secretary of the Navy Claude A. Swanson (1862-1939); Secretary of Agriculture Henry A. Wallace (1888-1965); Secretary of Commerce Daniel C. Roper (1867-1943); Secretary of the Interior Harold L. Ickes (1874-1952); Postmaster General James A. Farley (1888-1976); Secretary of War Harry H. Woodring (1890-1967); Secretary of the Treasury Henry Morgenthau Jr. (1891-1967); and Secretary of Labor Frances Perkins (1882-1965). Woodring's presence in the Cabinet allows us to date this from 1936, as he replaced FDR's first Secretary of War, George H. Dern, who died in office that year. FDR's second term would start with a bruising fight over the President's Court-packing plan, and end with the diplomatic and military challenges posed by the outbreak of World War II.
