FDR'S WARTIME CABINET poses for this large group photo. Roosevelt added two leading Republicans to his Cabinet in 1940, Secretary of War Henry Stimson and Navy Secretary Frank Knox, in the hopes of building bi-partisan support for his program of aiding Britain and France in World War II. When France fell, and Britain nearly followed, FDR insisted on another key change for his 1940 re-elecdtion bid: he wanted the more liberal Henry Wallace to replace Jack Garner as Vice-president. This photo was likely taken after Pearl Harbor. The heavy black drapes (for wartime blackouts) hang over the windows behind Roosevelt. FDR is sporting the black mourning band on his left arm, which he wore following the death of his mother in September 1941, and kept wearing for the customary one-year period of grief. Other key figures pictured here are Henry Morgenthau, who urged the de-industrialization of Germany, Francis Biddle, who reluctantly carried out the internment of Japanese-Americans, and Roosevelt's fiery advocate for American intervention prior to Pearl Harbor, Harold Ickes.
