We are grateful to Mr. Jan van Helmont for suggesting that the sitter is Princess Anna of Arenberg, née Croÿ Aarschot (1564-1635), on the basis of the red and white rosiform bows in her costume -- three roses was an emblem of the Arenbergs, while the Croÿ colours are argent and gules.
