"I AM AFRAID YOU WILL THINK ME AN ABOMINABLE NUISANCE" Churchill tells Peel, "and I must beg you to forgive me for troubling you," as he requests "a good general idea of the latest aspect of the Licensing Question." He also asks for "a copy of my father's bill, which I believe is extant." The licensing of public houses was a volatile issue in the late 19th century, pitting temperance advocates on one side seeking stricter regulation against the brewery trade--which was a major backer of the Tory Party. A fine example from Churchill's military service in India. The grandson of 19th century Prime Minister Robert Peel, Lord Peel served as Secretary of State for India under Lloyd George, and served in the 1924 Baldwin government. He is best remembered for the 1937 Peel plan calling for the partition of Palestine.
