PALESTINE -- 1929 PALESTINE RIOTS
Report of the Commission appointed by His Majesty's Government ... with the approval of the Council of the League of Nations, to determine the rights and claims of Moslems and Jews in connection with the Western or Wailing Wall at Jerusalem. 1929 became a watershed year in the degeneration of the relationship between the Jewish and Arab communities of Mandatory Palestine. In August of that year, long-running religious tensions between Muslims and Jews over access to the Western or Wailing Wall in Jerusalem came to a head. Arab riots in Jerusalem spread to Hebron and Safed, leading to the deaths of 133 Jews and 110 Arabs, accompanied by destruction of property. The British government, concerned by these developments, created the Shaw Commission of Enquiry to investigate the reasons behind this outbreak of violence. The commission published their report in March 1930 (Cmd 3530) which called for a final settlement of the rights and claims by the different religious parties in regard to the Western Wall. In order to do this, the British, in consultation with the League of Nations, established a further commission, composed of Eliel Löfgren, former Swedish Minister for Foreign affairs, Charles Baude, Vice-President of the Court of Justice at Geneva, and C.J. van Kempen, former Governor of the East Coast of Sumatra; Stig Stahlin of the Swedish Diplomatic Service acted as Secretary to the Commission. Their report forms the present lot which sets out ownership of the Wall and the religious observances that are allowed to be undertaken there.
