A report outlining a plan for an expedition to Lady Franklin Bay and the establishment of an America colony there. The expedition ultimately failed and Howgate was accused of embezzling over $100,000 from the government. He evaded the authorities for thirteen years, living with his mistress and running an antiquarian bookshop in New York before his capture and imprisonment. Arctic Bib. 7454.
